According to the minister, the SIU investigation uncovered widespread irregularities affecting various visa categories, with study visas emerging as one of the most affected areas.
“The work from the SIU has actually made massive progress in this regard,” Schreiber said.
“We’re talking about thousands upon thousands of visas. I think we were looking at over a billion data points that were analysed by the SIU.”
The cancellation of the study visas represents only the first phase of what government officials describe as a continuing effort to clean up immigration records and prevent future abuses of the system.
Ongoing Clean-Up Rather Than a One-Time Audit
Schreiber emphasized that the department does not view the process as a once-off exercise.
Instead, Home Affairs intends to establish continuous monitoring and verification mechanisms to ensure fraudulent records are identified and removed on an ongoing basis.
“I don’t think there should be a sort of once-off audit process, but really we have to have a rolling effort to clean up our data,” he explained.

“The fact that we have over 40,000 from January, given that there are only 832 inspectors, demonstrates the extent of the work that is happening,” Schreiber said.

“It has already prevented 5,158 people from obtaining a tourist visa because they had a fraudulent passport or the facial verification did not match,” he said.

One of the most notable features of the ETA platform is its use of biometric verification.
The technology compares facial images against passport records and verifies identities at multiple stages of the travel process.

South Africa Digital Identity System Nears Rollout

According to Schreiber, regulatory work is already underway following the closure of public consultations.
“The period for public comment on the draft regulations closed on the 6th of June. Technical and regulatory work is underway to enable the first phase rollout of the digital ID within the next few months.”
The Digital ID will be voluntary and will operate alongside existing Smart ID cards.
Green ID Book Faces Phase-Out
The minister also provided an update on plans to eliminate South Africa’s green barcoded ID book.
Schreiber described the document as one of the country’s most vulnerable forms of identification due to its susceptibility to fraud.
“The Green ID is the most defrauded piece of identity documentation in South Africa,” he said.
Approximately 16 million green ID books remain in circulation.
Home Affairs aims to replace them with more secure Smart IDs supported by advanced security features.
Smart ID Expansion Through Banking Partnerships
The department has accelerated Smart ID distribution through partnerships with major banking institutions.
Within a few months, Smart ID services became available at 178 bank branches nationwide.
More than 216,000 South Africans have already used these services to transition from the green ID book to Smart IDs.
The department plans to expand availability to 750 branches before the end of the year.
Officials say improved accessibility will help accelerate the transition to more secure identity documents.
