The launch event was attended by Home Affairs Minister Dr. Leon Schreiber and Capitec CEO Graham Lee, both of whom hailed the project as a “historic step” in public-private collaboration. This partnership is the centerpiece of the Home Affairs “@home” initiative, which aims to bring government services directly to the people through the infrastructure of the private sector.
Minister Schreiber emphasized that the goal is to make Home Affairs offices “unrecognisable” from the paper-heavy, queue-riddled institutions of the past. By leveraging Capitec’s national reach—which includes over 860 branches—the government is effectively decentralizing its service delivery model.
“This is what effective public-private collaboration looks like. It uses innovation and national reach to ensure every South African can obtain the identity they need to participate fully in our economy and democracy,” Schreiber noted.
The Technology: How Self-Service Terminals Work
Unlike previous banking models that required stationed Home Affairs officials within the bank, the new self-service terminals are fully automated. Capitec has developed a proprietary digital integration built on Amazon Web Services (AWS), which connects the in-branch kiosks directly to the Home Affairs backend via a secure API-based Digital Gateway.

According to the World Bank’s Global Findex report, the lack of an ID is one of the primary barriers to financial inclusion. In South Africa, an estimated 4.4 million people over the age of 16 are currently without a Smart ID or green ID book. This prevents them from voting, opening a bank account, or securing formal employment.
Graham Lee, CEO of Capitec, noted that “An ID is a catalyst for economic participation.” For many South Africans, the cost of traveling to a Home Affairs office—sometimes requiring multiple trips—can represent a significant portion of their monthly income. By bringing these services to local malls and shopping centers, Capitec and Home Affairs are returning “valuable hours” to the citizenry.
Costs and Logistics: What You Need to Know
The service is currently available to South African citizens, naturalized citizens, and permanent residents who wish to convert their green ID books to a Smart ID or apply for a reissue.

Application Fee: A total of R150. This includes the standard DHA fee of R140 and a R10 Capitec service fee to cover logistics.

No Booking Required: Unlike the traditional eHomeAffairs system, users can simply walk in and use an available SST.

Collection: Once the ID is ready, the user receives a notification and can collect it from the same branch where they applied.
Part of a Larger Digital Transformation
This launch is a critical component of “Operation Vulindlela Phase II,” a joint reform initiative of the Presidency and National Treasury. As part of the Digital Transformation Roadmap for South Africa, the government is pushing to modernize all network industries, from electricity to identity management.
While Capitec has taken the lead with the self-service model, other banks like Standard Bank are also scaling up their efforts. Standard Bank launched its first revamped branch at Maponya Mall on the same day, with plans to reach 30 branches by the end of March 2026. However, Capitec remains the only bank currently offering a fully “human-less” self-service experience through their SSTs.
Future Plans: Passports and Mobile Applications
The current phase focuses on the Smart ID. However, the Minister confirmed that as the system stabilizes throughout 2026, the range of services will expand. Future updates to the self-service terminals will include:
